The history of our educational establishment

 

The history of Lviv State University of Vital Activity Safety dates back to 1947 when advanced courses for officers of fire security were formed in Kyiv. Later on they got the name of Kyiv fire technical college.

In May 1954 according to the Resolution of Ministry of Internal Affairs of the USSR the college was transferred to Lviv and it was given the new name –Lviv fire technical college of MIA of the USSR(since May,31,1991-MIA of Ukraine)

On the 21st of June in accordance with the order of the Cabinet of Ministers of Ukraine, the college was reorganized into Lviv Institute of Fire Safety of MIA of Ukraine. According to the President’s Decree of January,27,2003 ¹ 47 the institute became subordinate to the Ministry of Emergencies and Affairs of Population Protection from Consequences of Chornobyl Catastrophe of Ukraine.

According to the Order of the Cabinet of Ministers of Ukraine, of March 29,2006 Lviv Institute of Fire Safety of MES of Ukraine was reorganized into Lviv State University of Vital Activity Safety.

On the 22 of July 1952 in accordance with the Order of Ministry of Internal Affairs of the  USSR Kyiv advanced courses for officers of fire security of MIA of USSR were reorganized into Kyiv fire technical high school and it employed 344 persons of permanent staff and 840 cadets. The building for it's location was erected on the Urytskogo street (today Solomyanska street). Nowadays the main building of National Academy of Internal Affairs of Ukraine is situated there.

         The engineer colonel of internal service O.T. Zamostyev was constituted the head of Kyiv technical high school and his deputies were the major of internal service V.M. Katunin, the lieutenant colonel of internal service S.M. Zelenyuk and the lieutenant colonel of intendance service B.O. Donova.

         The recruitment of cadets' staff included civil youth at the age of 18-23 years old with secondary education and without any health problems, sergeants' and soldiers' staff of militarized fire security at the age under 30 years old. In August and September 1952 was the first admission of cadets which formed two divisions and the term of studying included two years. The divisional commander was constituted the major of internal service S.M. Kozlov ( the senior lieutenant of internal service M.D Holubeyko was the deputy) and major of internal service S.F. Zahornov (and his deputy major of internal service I.M. Baten'kov).

         In November 1952 the lessons begun that included: social sciences (the chief, lieutenant colonel O.M. Nicolayenko), fire tactic (the chief, major of administrative service M.M. Platunov), fire prevention (the chief, major Ya.H. Sukhomlin), fire techniques (the chief, engineer major of internal service Ya.Ya. Shcherbyna) and general sciences (the chief,  captain M.V. Kolesnikov).

         In 1953 the military cycle was formed by major of internal service S.F. Zahornuv. Among teachers of fire tactics was lieutenant of internal service P.M. Desyatnykov,  major-general of internal service, the head of Central fire safety Administration of Ministry of Internal Service of Ukraine in the future.

         In June 1953  the courses which were held at the high school have been broken up. On the 30th  of August all personal staff of the high school was put on oath and on the 1th of October the educational program was introduced with the term of studying three years. On April 1954, 85 cadets were chosen  for pre-term output from the college.

         In May 1954 according to the Resolution of Ministry of Internal Affairs of the USSR the high school was transferred to L'viv  and it was given the new name - L'viv fire technical high school of MIA of USSR. The high school was situated in historical building in the central part of the city.

           In 1955 the engineer – colonel of internal service B.Ya. Kolyadyns'kyy  was appointed the head of the high school. The first graduation from the high school took place on the 12th of July and 179 graduating students were given the rank of technician-lieutenant of internal service. These students were given the new blue uniform without shoulder-strap and the identification marks were on the tabs. But this uniform existed only one year. All cadets had secondary education, when were taken to the high school in 1958.

         In 1958 the structure of the high school was changed, the political department was liquidated and in 1960 to the working staff was added 22 persons of chief staff and 6 persons of sergeant and soldier staff. At the same year the high school became subordinated to MIA of Ukraine.

         In 1961 the correspondence course was organized which include 75 students.

         After transferring to L'viv the personal staff  of the high school made efforts to reconstruct already extant building, to equip the territory and to make it fit for studying. It was done with the help of: Ya.Ya. Shcherbyna, K.T. Tiptsov, I.H. Vorobyov, M.P. Trachuk, M.I. Mel'nychuk, V.M. Yermakov, T.I. Kalmykova, V.H. Burkin, A.P. Hrachov, V.I. Zayikin, M.O. Tereshchuk, O.P. Dvoryantsev, V.M. Yakushev, V.P. Chyzhov, M.A. Khoroshok and a lot of others.

         In 1962 the colonel of internal service M.I. Popukaylo was appointed the head of the high school. In 1965 it was decided to extend the number of cadets' admission and to reduce the term of studying from 3 to 2,5 years. On the next year the high school became subordinated to the department of educational establishments of Ministry of Maintenance of public order of USSR and got the name of L'viv fire-technical high school.

         In 1970 the head of the high school became the colonel of internal service V.M. Zozulya. He was an initiator of reconstruction and equipping of the building.

         Since 1974 the head of the high school became N.V. Sevruk. In 1975 they continued building up and improving educational and material base of the high school. A great help was given by such persons as: A.S. Kosivchenko, I.L. Bilenko, V.M. Yermakov, V.M. Burkin, O.S. Lozovyy, V.F. But'ko, V.Kh. Horobets' , H.Ya. Kozlovs'kyy, I. V. Yakovenko, V.I. Oleksandrov, A. A. Shadrin, S.P. Shtepa, V.P. Pastukhov, A.I. Kharchuk, O.S. Kalinin, Y.Y. Kukurudza, S.S. Tymchyshyn, V.M. Makarenko and a lot of others.

         During 1975-1980 the changes were made in the working staff, a new posts were hold by experienced workers.

         From 19 of June till 9 of August 1980 the fire safety was guaranteed of the Olympic objects in Tallinn under the leadership of the head of the high school colonel of internal service A.V. Sevruk. The college for it's excellent completion of the task was awarded with the honorary charter of Supreme power presidium of USSR and the charter of Olympic games  which took place in 1980 in Moscow.

During the years 1983-1988 the fourth floor of the main building was projected and built on, where four divisions were placed. The colonels of internal service such as R.I.Kostiyk, V.F.Zhelisko and such lieutenant colonels of internal service as O.M.Melnzchuk, E.M.Ilnytskyiy, O.M.Fitisov, M.T.Homyak, Z.V.Lavrivskyiy and cadet V.Sabat were the most active in the process of building. Such tutors as V.G.Minkovych, Y.F.Kovalyshyn, V.M.Burylo, I.B.Feduk, I.V.Piskova, V.V.Kovalyshyn, B.S.Chtangret, V.I.Hrypyak, VF.Karo furthered the improvement of educational and technical base.

In March, 1984 the high school passed to the two year program of studies and started to admit only men under age 27, who served in the army.

In 1986 the high school chief deputy ,lieutenant colonel of internal service, I.L.Bilenko, chief of fire-tactical department, lieutenant colonel of internal service A.F.Lebid, tutor, major of internal service M.V.Sudintsin and 9 cadets took the direct part in liquidation of consequences of Chornobyl catastrophe. For a courage and selfless work all of them were awarded with a medal «For a courage on a fire».

In 1988 the high school passed to the two year and ten months educational program.

From February, 21 till August,8 1989 the personnel of the high school which consisted of three temporal taken battalions (200 persons each) executed a peacemaking mission as to the maintenance of public order in Nagirny Karabakh. Colonel of internal service A.S.Kosivchenko, lieutenant colonel of internal service B.V.Kolodiy, lieutenant colonel of internal service V.P.Pastuhov were appointed as battalion commanders. Colonel of internal service A.S.Kosivchenko, lieutenant colonels of internal service B.V.Kolodiyand and Y.M.Ilnytsky were aworded with medals «For distinguishing in the maintence of public order» for exellent service.

The order of the chief since August, 24 1991 «About the democratization of an educational process» firstly issued in Ukrainian, was very important for the high school. In accordance with this order all subjects with political orientation were withdrawn from the educational program, and activity of all parties and political formings was forbidden.

In December 1991 the colonel of internal service B.M.Grytsay was appointed the high school chief because of the premature death of colonel of internal service A.S.Kosivchenko.

The Act of proclamation of Independence of Ukraine played an important role in the high school life. The school pedagogical staff initiated subjects’ teaching in Ukrainian, and was the first among the educational establishments of Minestry of Internal Affairs of Ukraine that started the process in 1993.

In 1993 the post for high school rector was introduced, to which the school chief, colonel of internal service B.M.Grytsay was re-appointed. He initiated the new activity directions for the high school personnel in order to improve the logistical base. Colonel of internal service O.I.Vorob’ov, lieutenant colonels of internal service V.V.Zdorovyk, O.A.Gavryluk, Z.V.Lavrivsky, O.S.Nazarchuk, S.I.Gagarin, A.D.Kuzyk, major of internal service T.Y.Rak were especially active in this work.

In 1994 started the renewal of the chapel, which is located on the school territory and was used not by purpose for a long time.

At the same time started the building of educational-training center in village Tsuniv, Gorodotsky district, Lviv region, with the aim to hold the camp meetings with freshers there.

In 1995 on behalf of Lviv State Administration the new flag with Ukrainian symbolics was handed tu the high school.

In January, 1999 colonel of internal service M.M.Kozyar was appointed to the rector post.

The new stage of formation and development of our educational establishment started.One of the main educational-scientific achievements of this period is the Order of Cabinet of Ministers of Ukraine in accordance with which on June, 21, 2001 Lviv Fire-Technical High School of Ministry of Internal Service of Ukraine was reorganized in Lviv Institute of Fire Safety of Ministry of Internal Service of Ukraine. According to the Decree of the President of Ukraine since January,27, 2003 our Institute passed to the submission of Ministry of Emergency Situations of Ukraine and population safety from the Chornobyl catastrophy aftermath.

In March, 29, 2006 by the Decree of the Cabinet of Ministers of Ukraine the Lviv Institute of Fire Safety of Ministry of Emergency Situations of Ukraine was reorganized into Lviv State University of Vital Activity Safety with the aim of high-quality specialists training for civil defence subunits of Ukraine and aspiration to attach the European educational standards of Bolognas process.

Professional training of high-quality specialists is the main prerogative of our Institution.Its graduators are the brigh examples of this. For 60 years of the existence our educational establishment prepared over 20 thousands specialists among whom presently there are 33 generals. Working hard our graduators multiply the traditions of native Alma Mater. Presently many of them hold the head-positions of departments, regional administrations and subunits of the Ministry of Emergency Situations of Ukraine and of the countries of the former Soviet Union. Our best graduators are honoured with the state rewards for their hard work and courage.

For the years of formation and development of our educational establishment mentioned people created its history and presently they multiply its glorious traditions. We are sincerely proud of our graduators’ achievements, and we are sure that their rich vital and professional experience will be the worthy example of serving for Motherland for young people, who increase the number of professional rescuers of the civil defence service of Ukraine annually.
